答：我们注意到欧方近期持续推进以“经济安全”为名的单边经贸工具，对此表示关切。

商会认为，欧方不应泛化安全概念，人为干扰全球产业链供应链稳定。以安全为由对外国供应商设置歧视性壁垒，既不符合WTO规则，也无助于欧洲自身经济韧性，更将损害中欧长期建立的互利合作关系。

我们呼吁欧方秉持开放、透明、公正原则，审慎制定政策，避免经贸问题政治化，切实维护中欧经贸合作大局和全球供应链正常秩序。

Q: What is your response to the EU's proposed new public procurement rules aimed at reducing reliance on foreign suppliers?

A: We have noted that the EU side is considering new unilateral trade and economic instruments under the banner of "economic security," and we are following this closely.

The Chamber believes that the EU should not overstretch the concept of security or artificially disrupt the stability of global industrial and supply chains. Imposing discriminatory barriers on foreign suppliers in the name of security would, if adopted, run counter to WTO rules, do little to enhance Europe's own economic resilience, and risk undermining the long-standing mutually beneficial cooperative relations between China and Europe.

We would encourage the EU side to uphold the principles of openness, transparency and fairness, exercise prudence in policy-making, avoid politicizing trade and economic issues, and effectively safeguard the overall interests of China-EU economic and trade cooperation as well as the normal order of global supply chains.
